prepared in vibrations with the requirements and provisions of the Education Act, 1998. It was tried by the Board of Management on 30th May, 2006. 1.1 Introduction St. Mary’sHigherNaas is a Voluntary Catholic Secondary School for girls, operating under the Trusteeship of the Mercy Sisters, South Central Province. As such it supports the religious and educational philosophy of its founder, Catherine McAuley. The Mercy Education philosophy is as follows: Inspired by the vision of Catherine McAuley, Mercy Education is single-minded to holistic minutiae and to the victory of the full potential of each student, particularly the disadvantaged or marginalised. It is a process informed and influenced by the teaching and example of Jesus Christ and is conducted in an undercurrent of care, respect and joy. Mercy education is single-minded to an on-going whole-school minutiae in collaboration and partnership with the Board of Management, staff, parents and the wider community. The Mission Statement of St. Mary’s is: St. Mary’sHigheris single-minded to creating a respectful, caring, unscratched and supportive learning environment rooted in the Christian tradition and having as its aim the holistic education of all our students, encouraging each one to develop her full potential. 1.2 Why have a substance use Policy? § The world in which we live presents young people with many challenges that stupefy their health and well being. Exposure to alcohol, tobacco and drugs is part of this reality. Schools, including St. Mary’s, need to reflect upon how they might provide for the needs of their student cohort and respond thus to what are sometimes sensitive and emotive issues.§ The Education Act, 1998, provides that schools should promote the social and personal minutiae of students and provide them with health education.§ The National Drugs Strategy 2001-2008, ‘Building on Experience’, is now Government policy and it requires schools to have a substance use policy in place.§ The report from the National Advisory Committee on Drugs entitled ‘Drug Use Prevention’ (November 2001) emphasises the importance of schools developing substance use policies.§ The most recent European School Survey Project onSwigand other Drugs (ESPAD) Report (2004) highlights the seriousness of the problem among 16 year olds in Ireland, with Ireland ranking second of the 35 participating countries in terms of drug use, highest in terms of adolescents who regularly rampage drink and second highest in reported regular drunkenness. This policy sets out the framework within which the whole school polity manages issues relating to substance use. 1.3 Summary of Policy: i. StudentSoulSt Mary’sHigherprohibits the supply and/or use of all substances on the school campus by any member of the student soul during normal school hours. This policy moreover applies to external school related activities, sports, debates, educational trips etc. This policy should moreover be adhered to while in school uniform, en-route to or from school. Breach of policy will be dealt with in an even-handed way in vibrations with unmistakably specified guidelines and reflecting the school ethos outlined earlier. Employees must ensure that they are not under the influence of an intoxicant to the extent that they may endanger themselves or others. 1.4 Structure of Policy This policy document firstly outlines the specific role and responsibilities of the Principal and staff members in relation to substance use. It next specifies the process in place for educating and training students in respect of the relevant facts well-nigh substance use and how they might weightier be provided with the towardly skills to deal with issues welling in this area. It moreover addresses the training to be provided to school staff and the information to be given to parents. The process of managing drug/substance related incidents are then outlined and, finally, the ways by which the operation of the policy is monitored, reviewed and evaluated is set out. 2. Responsibilities of Principal and Staff 2.1 Responsibility of Principal The Principal holds ultimate responsibility for all matters relating to the enforcement of this policy. The Principal may consul to the Deputy Principal / Substance Co-ordinator / Year Head or other, to act on her/his behalf in investigating specific incidents. The duties and responsibilities of the Principal (or nominated delegate) will include the following: 1. Dealing with all substance related incidents occurring in the school.2. All reports of incidents must be well-considered immediately to the Principal.3. Making all decisions regarding investigation of an incident; communicating with and liaising with all relevant parties; and making decisions on disclosure.4. Keeping all parties appraised of developments regarding any investigation.5. Securing and confidentially storing all documentation and records.6. Taking possession and temporary storage of all confiscated material and making decisions on disposal.7. Dealing with all media queries. 2.2 Responsibility of Staff Members Staff members should be enlightened of the contents of this policy and realise that they may have the initial contact with substance users. They may have to make initial moves to tenancy any given situation, pending notification and inrush of the Principal/Deputy Principal/Substance Co-ordinator / Gardai, as appropriate. The Principal and staff must prioritise their own and student safety in determining the level of tenancy required for any given situation. 3. Substance Education & Training Programmes 3.1 Students St. Mary’sHigheris single-minded to providing towardly education programmes for all its students as part of the Social Personal and Health Education (SPHE) programme wideness the school curriculum. Our educational aims in relation to substance use are: a. To increase the self esteem and conviction of the students.b. To equip students with personal and social skills.c. To provide honest and towardly information on relevant substances.d. To enable students to make informed and responsible choices.e. To minimise harm by offering supportive and towardly interventionf. To publicise and highlight instances within the school community. 3.2 School Staff 1. All teachers involved in SPHE will be given the opportunity to avail of regular training in group facilitation and personal minutiae as provided by the Department of Education and Science or other towardly persons in the context of this policy.2. A substance co-ordinator may be scheduled to work in tropical undertone with the Principal, Guidance Counsellors and Chaplain. 3. A resource file will be set up to provide up to stage and relevant information on Drug, Tobacco andSwigUse. 3.3 Parents 1. Monitoring Review and Evaluation 6.1 RecordsCareful and detailed records will be taken of all substance related incidents using towardly forms. The primary aim is to educate all students holistically in the Catholic tradition.  Definition of Special Educational Needs (SEN) Special educational needs is specified as “a restriction in the topics of the person to participate in and goody from education on worth of an rememberable physical,sensory, mental health or learning powerlessness or any other condition which results in a person learning differently from a person without that condition”. (Education for Persons with Special Educational Needs Act, 2004) The 2004 Act was enacted to ensure that persons with SEN can be educated where possible in an inclusive environment, that they can have the same rights to education as persons who do not have SEN and to ensure that such persons are equipped by the education system with the skills they need to participate in society and to live self-sustaining and fulfilled lives.  Purpose of SEN Policy St. Mary’sHigheris single-minded to creating a learning environment which is inclusive and supportive of all students in line with its Mission Statement. We strive to ensure that all, whatever difficulties they may have, are enabled to unzip their potential within the school community. The school’s primary aim is to educate the pupils holistically, in the Catholic tradition. In this we are guided by Catherine McAuley’s principle: “Let us fit the children for Earth without unfitting them for Heaven”. We aim to cater, as far as possible, for the individual needs of all students and to recognise their unique individuality. We moreover aim to develop students’ conviction and self-esteem and to educate them to their full potential so that socially, academically and morally they are enabled to participate meaningfully in sultana life. St. Mary’sHigherwill use the resources provided by the Department of Education and Science, both financial and personnel, to make towardly provision for students with SEN so that those students are worldly-wise to participate in school life as far as these resources allow. St. Mary’sHigherwill seek unobjectionable resources, equipment and walk-up from the Department with a view to meeting our objectives. The resources sought may include visiting teachers, speech therapists, psychologists, counsellors, technical aid and equipment and other supports deemed necessary. Students with perceived learning/behaviour difficulties are, with parental approval, recommended for assessment. Where possible, such towage will be conducted by the National Educational Psychological Service (NEPS). If this is not possible, parents will be well-considered to have their daughters assessed privately so that their needs can be identified. Resource Teachers and Learning Support Teacher Their responsibilities include: To supervise standardised tests; To reassess students from time to time; To yank up IEPs for junior students (see above), in consultation with students and parents/guardians; To identify students for Educational Assessments with NEPS psychologists; To fill in the necessary using forms; To meet the psychologist on his/her visit to the school. Principal The Principal’s role in relation to SEN includes: To oversee, in consultation with the Board of Management and relevant staff, the development, implementation and review of policies to promote inclusion of students with SEN; To monitor the implementation of this and related policies; To provide a written yearly review of the operation of this policy to the Board of Management; To liaise with relevant external persons including the Department of Education and Science, NEPS, HSE and NCSE; To wield to the Department of Education and Science for the necessary teaching and other resources; To plan timetable for students with SEN; To meet or unify for meetings with parents and ensure the relevant information is included on using forms; To unify for assessments; To monitor progress of the relevant students through records and otherwise; To develop and monitor the procedures regarding wangle to confidential information; To unify for the necessary in-service training for staff. Board of Management The Board has a crucial strategic role in relation to ensuring that the SEN policy is a meaningful one, that it reflects the mission and ethos of St. Mary’s College, that it complies with statutory requirements and that its implementation is monitored on an ongoing basis. The Board will moreover ensure that the policy is reviewed on a regular basis. A key ways of managing its role will be through consideration of an yearly update on SEN in the school by the Principal. September 2009 Internet Policy   The aim of the Acceptable Use Policy is to ensure that pupils will goody from learning opportunities offered by the school's Internet resource in a unscratched and constructive manner. Filtering software and/or equivalent systems will be used in order to minimise the risk of exposure to inappropriate material. The school wil regularly monitor pupils' Internet usage. Students and teachers will be provided with training in the zone of Internet safety. Uploading and downloading of non-approved software will not be permitted. Virus protection software will be used and updated on a regular basis. The useof personal floppy discs or CD-ROMs in school requires a teacher's permission. Students will observe good "netiquette"(e.g. etiquette on the Internet) at all times and will not undertake any deportment that may bring the school into disrepute. World Wide Web Students will not visit Internet sites that contain obscene, illegal, hateful or otherwise objectionable materials. Students will use the Internet for educational purposes only. Students will be familiar with copyright issues relating to online learning. Students will never unroll or publicise personal information. Students will be enlightened that any usage, including distributing or receiving information, school-related or personal, may be monitored for unusual activity, security and/or network management reasons. Email Students will use tried matriculation email finance under supervision by orwith permission from a teacher. Students will not send or receive any material thatis illegal, obscene, defamatory or that is intended to tire or intimidate flipside person. Students will not reveal thei own or other peoples' personal details, such as addresses or telephone numbers or pictures. Students will never unify a face-to-face meeting with someone. Students will note that sending and receiving email attachments is subject to permission from their teacher. InternetYackStudents will only have wangle to yack rooms, discussion forums or other electronic liaison forums that have been tried by the school.Yackrooms, discussion forums and other electronic liaison forums will only be used for educational purposes and will unchangingly be supervised. School Website Pupils will be given the opportunity to publish projects, artwork or school work on the World Wide Web. The publication of student work will be co-ordinated by a teacher. Digital photographs, audio or video clips of individual students will not be published on the school website. Instead, photographs, audio and video clips will focus on group activities.
